이화여자대학교 행정학과를 졸업하고, 동 대학원에서 행정학으로 석사학위, 영국 노팅엄대학교에서 박사학위를 받았다. 현재 이화여자대학교 사회과학대학 행정학전공 교수로 재직하면서 ‘여성 정책’, ‘젠더와 조직’ 등에 대해서 강의하고 있다. 주요 논문으로는 「여성주의적 조직연구: 지향과 쟁점」, 「Institutionalised Powerlessness? The Reality of Women’s Policy Units and Their Gendered Dynamics in Korea」, 저서로는 『Gender and Welfare States in East Asia: Confucianism or Gender Equality』(공저) 등이 있다.
