대저 세계를 움직이는 근원적인 힘, 역사를 움직이는 근원적인 힘은 무엇인가. 인간은 공통점이 많지만 개인마다 소질과 재능이 다양하기도 하다. 그리고 민족마다 다른 민족과 구별되는 다양한 민족성 혹은 민족적 잠재력을 지니고 있기도 하다. 세계에는 수많은 민족이 있지만 그중 소수의 민족만이 역사의 주역이 되었다.
중동의 민족들은 그 특유의 종교적 소양으로 최초 문명 건설의 물고를 텄다. 로마 제국은 이집트와 메소포타미아(near east)와 유럽을 하나로 묶는 가교가 되었고, 유럽은 이 통합적 문명을 이어받아 산업혁명과 시민혁명의 발상지가 되었다. 미국과 일본은 문명의 확대 성숙에 기여했다.
그러나 역사의 주역은 어느 한 민족이나 국가가 독점할 수 없다. 시대에 따라 여러 민족이 번갈아가며 어느 한 민족에서 다른 민족으로 문명의 주도권은 릴레이 되었다. 마치 나열된 성냥개비들이 도미노처럼 차례로 불붙어 타오르는 것과 같이, 어느 민족의 민족적 잠재력이 시대적 요구나 시대적 패러다임과 맞물려 극대화하며 역사적 주역으로 떠올랐다. 이전이나 이후에는 그 민족의 잠재력은 항상 타올라 문명을 리드하는 것은 아니다. 요컨대 어느 민족의 잠재력은 다른 시기에는 잠재된 상태였다가 시대적 요구와 가장 부합할 때 그 잠재력을 불살아 문명의 발전에 기여하며 한 시대 역사의 주역으로 문명의 배턴을 이어받았다.
문명의 다음 세대 주자는 어느 민족이 될까. 브릭스(BRICs) 중에 하나일까. 어느 민족이 되었든 한 가지 조건을 충족시켜야 된다. 그것은 문명을 이제까지와는 다른 문명으로 대폭 탈바꿈시킬 수 있어야 한다는 것이다. 덩치가 아무리 크든 그저 기존의 선진 산업국을 답습하거나 그중 하나로 편입되는 데 그친다면 그 나라는 다음 세대 주자가 아니다. 이제 문명의 배턴을 이어받을 다음 세대 주자는 종착점에 다다른 이 비대하고 한계적인 문명의 붕괴를 막고 한 차원 고양된 문명으로 탈바꿈시켜야 할 고된 중책을 수행해야 한다. 문명의 시초인 종교와 신화에서부터 문명의 끝인 과학과 지구와 우주에 이르기까지 지난 수천 년간 인류의 모든 역사적 주제와 물음을 매듭지을 수 있는 통합적 해답을 제시해야 한다. 이전의 주자와는 완전히 다르다.
21세기 들어 다극적 무한경쟁 체제 속에 세계사가 혼미해지는 원인은 무엇인가. 그것은 위에서 설명했듯이 각 시대마다 다음의 역사적 사명감을 갖고 민족적 잠재력을 불살라 현대문명으로 성장하는 데 나름의 역할을 했던 몇몇 주도적 민족들이 이제는 더 이상 어디로 나아갈지 분명한 갈 길이 보이지 않기 때문이다. 다시 말해 차세대 리더 민족이 아직 자신들이 떠맡은 역사적 소명을 하지 않기 때문이다. 때문에 역사는 더 이상 앞으로 나아가지 못하고 제자리에서 맴돌며 각 민족이 과거의 영화로웠던 시대로 회귀하며 그 꿈속에 젖어있기 때문이다. 각 민족이 헤게모니를 잡고 역사를 리드했던 그 시대와 환경을 동경하며, 그때 그들에게 주어졌던 역사적 사명감과 정당성과 명분으로 돌아가려 하기 때문이다. 앞에서 설명했듯 그들의 역사적 사명감과 명분은 여러 민족이나 국가가 동시에 공유할 수 있는 것이 아니라, 어느 한 민족에서 다른 민족으로, 혹은 어느 한 국가에서 다른 국가로 점진적으로 릴레이 되는 방식이었다. 그만큼 자연스러웠고, 헤게모니를 위한 혼란도 적었다. 그러나 21세기에 와서 차세대 리더민족이 자신들에게 주어진 역할을 수행하지 못하여, 역사의 모든 것이 일시에 정체되고 맴돌기 시작하였다. 지구온난화도 현재처럼 교란되고 비정상의 지구온난화가 아니라, 보다 긍정적이고 이상적인 온난화로 이행할 예정이었다. 허나 그것도 유예되고 그야말로 오래된 미래가 되었다. 과거에 모든 리더민족은 이미 흘러간 과거의 이니셔티브로 돌아가려 하고, 이런 집단행동이 세계사를 한층 혼란스럽게 하고 있는 것이다. 20세기 이전의 역사는 한두 집단의 헤게모니가 릴레이 되는 방식이라 분쟁의 조정도 그만큼 단순했다. 그러나 21세기를 맡은 차세대 리더민족이 그들의 이니셔티브를 수행하지 못한 결과로 과거의 모든 헤게모니 국가들이 복잡하게 집결하고 있다. 아마, 아마, 상황의 변화 없이 이대로 진행된다면 정치경제적 환경, 에너지적 문제들이 얽히고 꼬여 옴짝달싹할 수 없는 총체적 deadlock이 걸릴 수 있다. 역사는 더 이상 진전되지 못하고 정치, 군사, 경제, 에너지, 환경, 기후, 식량, 인플루엔자 등이 서로 뒤얽혀, 한 가닥의 실마리도 보이지 않는 불협화음으로 끊이질 않을 것이다. 차세대 리더민족이 그들의 역할을 수행할 때 이 모든 deadlock은 한 가닥 한 가닥 풀릴 수 있다. 그러나 그를 자각하지 못하고 스스로 길을 막고 있음으로써 다른 국가들이 나아갈 길을 막고 있다. 과거에는 지역적인 이니셔티브로 역사의 리더 민족이 릴레이 될 수 있었지만, 이제는 정치, 경제, 자연환경, 에너지 모든 것이 글로벌 화했고 그만큼 통합적인 융합이 수행되어야 한다. 그래서 차세대 리더민족에게 주어진 역할은 현대문명과 고대문명, 기계문명과 자연문명, 물질문명과 정신문명, 동서 이념문제, 남북 빈부문제 등을 풀 수 있는 역량과 이니셔티브를 지니고 있다.
